FAQ - Rules and Conditions of Play
General Rules
- All games shall be played under the Joint Laws of the Game and all bowls utilised in play must be registered with the Umpires prior to play and must bear a valid stamp. Colored Discs will be issued at the time of Registration.
- Pace of Greens shall be determined before play by the Head Curator, who shall post all information at a prominent place at the venue.
- Teams from competing Countries shall be limited to (5) five playing Members and a Manager (Male & Female). To be eligible to compete a Team Member may represent either the country of birth or the country in which they have resided for a minimum period of 3 years during the five years prior to the Championships for which they have been selected.
- The Fours, Triples, Pairs & Singles Competitions shall be played throughout by the competitors in their nominated disciplines. The Organising Committee before the commencement of the Competition may allow a replacement player.
- During the playing of the Competition, changes in playing positions within each nominated Pair, Triple and Four, shall be permitted before the commencement of each game.
- The Fours, Triples, Pairs and Singles Competitions shall be played throughout by the competitors whose names appear on the scorecard of the first game.
A substitute shall be utilised in the following manner
- The Manager of the team shall substitute or call upon a player from his National Authority, who is present at the Tournament, to substitute.
- The Organising Tournament Committee of the Host Country shall provide a substitute at the request of and to the requirements of the Jury of Appeal.
- Where an accredited player in a singles event is unable to play in any round subsequent to the first round to which they are accredited owing to illness, sudden indisposition, or reason acceptable to the Jury of Appeal, their place shall then be taken by an alternative player from the Team, playing in the same series. The replacement Singles player to be replaced in the Team affected, by a substitute player as set out in A and B above.
- If a competitor in a singles game is unable to complete any game already commenced, their opponent shall receive maximum points for that game. The opponent shall at the completion of the event, be credited with the average net shots margin of all matches completed by the player defeated by default. It is understood however, that a substitute in terms of the a foregoing, may only be utilised if the Jury of Appeal is satisfied that the player to be substituted is genuinely unable to play. The substitute player shall not be permitted to play in the position of "Skip". The team/player receiving the points for the walkover shall also be awarded the average net shots margin of all matches completed in that round of the Competition.
General Rules
- Trial ends for all games shall commence at the specified time. A signal will then be given five minutes before the actual start of each round. Any player arriving at the green fifteen minutes after the actual start of each round shall forfeit the points to that game.
- The Skips in the Fours, Triples and Pairs shall toss to decide who shall play first, winner of the toss to have the option. In all subsequent ends the winner of the proceeding scoring end shall play first. The same conditions shall apply to the Singles Competition.
- Two trial ends only will be permitted for all games, but only 2 bowls per player will be played (except in the case of Singles where four bowls are permitted).
- The final scorecard shall be cross-checked and signed by both players and the Marker in the Singles and by both Skips in the Pairs, Triples and Fours, and returned to the central result office or the nominated official, by the manager.
Draws and Results
- All events will be played in four Sections, with each Section being played on a "Round Robin" format, i.e. each team including the Singles player shall play against every other team in that Section
- The composition of the Sections will be based on the overall results from the previous Asia Pacific Bowls Championships, i.e. the winning country to be placed in Section A & the Runner up to be placed in Section B and so on through the final order of placing.
- Where a program is interrupted or cannot be completed due to inclement weather or local conditions, the Jury of Appeal may permit an event to be postponed or concluded with each team playing the same number of games.
- The placing in each Section of each Competition will be decided as follows:
- The Country with the most points in each section will be first and so on down the points
- In the event of a tie on points the Country with the best margin {shots for minus shots against} will be the higher placed Country
- If there is still a tie the Country with the least amount of shots scored against shall be the Winner
- If a tie still exists the result will be determined by the result of the game played between the two Countries
- The winner of each game including a Bye shall receive 2 points.
- In the event of a Tie each Team shall receive 1 point.
- The winner and second placed teams from each section will play quarter finals in the following sequence.
Winner section A v runner up section B, winner section B v runner-up section A, winner section C v runner up section D, winner section D v runner up section C
Semi finals - winner A v Winner B, Winner C v Winner D
Final - Winner A b Winner B
The losing semi finalists will be equal third
- The winner of the Asia Pacific Championship in each Competition will receive a number of points equal to the number of Countries taking part. The runner up will receive 1 point less than the maximum with each lesser-placed Country receiving 1 point less than the winner for its crosstie. Additional 3 points will be awarded to the winner, two points to the runner up and one point to the country in third place.
- World Bowls Board together with the Organising Committee reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practicable.
- Any point not provided for in the Rules and Conditions of play in any of the Competitions hereinafter referred to will be decided by the Jury of Appeal.
Fours Competition
- A Fours team shall consist of four players each playing two bowls singly and in turn, the Lead, Second, Third and Skip
- Matches shall be of 21 ends (unless otherwise specified) and all teams shall play each other in that section as per the draw
- Two points shall be awarded for a Win & a Bye, with one point for a Tie. The Team with the highest amount of points in that section will be the winner of the Section
- Where points are equal, then the Country with the best margin (shots for minus shots against) will be the higher placed Country
- If a tie still exists the Country with the least amount of shots scored against will be the higher placed Country
- If equality still exists the result of the Sectional game will determine the Winner
Singles Competition
- Each Competitor shall play 4 bowls alternatively and in accordance with World Bowls Board rules
- The Winner of each game is the first player to attain 21 Shots (shots in excess of 21 shall not count) and all competitors will play each other in that Section
- Two points shall be awarded for a Win & a Bye, with one point for a Tie. The Team with the highest amount of points in that section will be the winner of the Section
- Where points are equal, then the Country with the best margin (shots for minus shots against) will be the higher placed Country
- If a tie still exists the Country with the least amount of shots scored against will be the higher placed Country
- If equality still exists the result of the Sectional game will determine the Winner
Triples Competition
- A Triples team shall consist of three players each playing with 3 bowls alternatively as Lead, Second and Skip
- Matches shall be of 18 ends (unless otherwise specified) and all teams shall play each other in that section as per the draw
- Two points shall be awarded for a Win & a Bye, with one point for a Tie. The Team with the highest amount of points in that section will be the winner of the Section
- Where points are equal, then the Country with the best margin (shots for minus shots against) will be the higher placed Country
- If a tie still exists the Country with the least amount of shots scored against will be the higher placed Country
- If equality still exists the result of the Sectional game will determine the Winner
Pairs Competition
- A Pairs team shall consist of two players, Lead and Skip, who shall each play 4 bowls, the Lead first and then the Skip as defined in World Bowls Board rules
- Matches shall be of 21 ends (unless otherwise specified) and all teams shall play each other in that section as per the draw
- Two points shall be awarded for a Win & a Bye, with one point for a Tie. The Team with the highest amount of points in that section will be the winner of the Section
- Where points are equal, then the Country with the best margin (shots for minus shots against) will be the higher placed Country
- If a tie still exists the Country with the least amount of shots scored against will be the higher placed Country
- If equality still exists the result of the Sectional game will determine the Winner
- 21 In all Competitions dead ends do not count and must be replayed.
BOWLS TESTING
All bowls must be tested and date stamped prior to the start of competition.
